Purpose
This policy is written to clarify the process for accepting a resident/fellow (trainee) into a Graduate Medical Education Program with funding for stipend and benefits from an external organization.

Policy
The Graduate Medical Education Office will accept trainees who have funding from an external organization (see clarification).  The trainee will be placed into the appropriate job classification.  The trainee will receive their stipend and benefits through the University of Minnesota.

The external organization must provide funding for stipend and benefits to the University of Minnesota prior to the beginning of the appointment.  It is expected that the funding will be received annually, in its entirety, no later than 30 days prior to the beginning of the appointment.

Program Responsibility
University of Minnesota Medical School department/program are responsible for ensuring that this policy is followed and are required to notify the Graduate Medical Education Office if the external organization is not able to follow this policy.

Clarification
An example of an external organization is a foreign country that provides funding (for stipend and benefits) to one of its citizens to obtain graduate medical education training in a residency or fellowship program in the United States.
