CURRENT POSITION:

As Director of Educational Research and Development, I work with faculty to guide the design, implementation, and evaluation of educational best practices for the general surgery residency training program and fellowships, based upon ACGME core competencies; expand best teaching and assessment practices throughout the department’s core and affiliated institution training sites; revise the present evaluation system used to assess resident progress, rotation effectiveness, faculty teaching, and the training program.  Additional responsibilities include professional development and educational research support for medical students, residents, fellows, and faculty; conduct present and publish in the area of educational research; and participate in academic service activities.

1997-2006 Owner of Professional Evaluation Services

Owner of private consulting practice serving government agencies, foundations, and non-profit organizations.  Principal investigator or co-investigator for multi-year evaluation studies in education, health and human services.  In addition to performing evaluation tasks, responsibilities include proposal writing, budgeting, project design and management, subcontracting, and reporting.  Recent or current contracts include work with the National Chronic Care Consortium and the National Alzheimer’s Association, the Minnesota Department of Health, Ramsey County Community Human Services, Hennepin County Community Health Division, and the Minnesota State Colleges and Universities system.  Currently serving as the oversight evaluator of all grants and contracts awarded by the Minnesota Partnership in Action Against Tobacco (MPAAT).

1992-97 Research Associate, Program Evaluation (Research Associate) Center for Urban & Regional Affairs, University of Minnesota

Principal investigator or co-investigator of evaluation studies in education, health and human services. Examples: evaluation of the "Community-Based Public Health Initiative," a four-year national initiative funded by the W. K. Kellogg Foundation; and evaluation of "Health System Reform for Nursing Home Residents," a three-year initiative funded by the Robert Wood Johnson Foundation.  Responsibilities included design and implementation of evaluation plans, hiring and management of consultants and graduate students, overall administration, budgeting, and reporting. This appointment included teaching and service responsibilities.

1989-92 Director of Evaluation  (Research Associate & Program Coordinator) General College Office of Research & Evaluation, University of Minnesota

Director of program evaluation for the General College and administrator for the Office of Research & Evaluation.  In addition to conducting evaluation studies and providing consultation to faculty and staff, duties also included annual planning of the Office's research and evaluation agenda, budget formulation, hiring and supervision of staff, supervision of graduate students, and service on College and University committees.

1987-89 Research Fellow, General College Office of Research & Evaluation,  University of Minnesota

Internal program evaluator for the College and consultant to faculty and staff on curriculum development, program evaluation, and student assessment and retention.  Responsibilities included conducting a formative evaluation of the College curriculum, annual evaluations of the TRIO Special Services (a federally funded program), needs assessment surveys, data collection and analysis of special projects, oral and written reports.

1984-86 Research Fellow, Department of Family Practice & Community Health,  University of Minnesota Medical School

Project manager, editor, and curriculum designer for a 30-month federal contract (Department of Health and Human Services) in family medicine faculty development.  Worked with content specialists and advisory committees from medical schools around the country to develop a national curriculum model for physician faculty in the domains of research, teaching, administration, and professional socialization.  Served as author and content expert for the component on written communication.

1982-84 Research Assistant, Department of Family Practice & Community Health, University of Minnesota Medical School

Instructional designer.  Designed and evaluated the Advanced Research Seminar, a ten-week course for physician faculty.  Co-developed Clinical Medicine III, a six-week course for medical students.  Wrote teacher guides and student materials.

CONSULTING EXPERIENCE:

2003 University of Minnesota Department of Family Practice and Community Health.  (Minneapolis, MN).  Grant writing for a federally sponsored Family Medicine Residency Training Grant Application (Health Resources and Services Administration).  Developed the curriculum development and evaluation plans; contributed sections for the rationale and methodology, abstract and summary program description.

2003- The Bush Foundation. Consultant in higher education faculty development and evaluation. Site visits, reports, and consultation.

2000- Minnesota Partnership in Action Against Tobacco (St. Paul, MN).  Oversight evaluator of all grants and contracts awarded by this foundation for research, cessation, community development, communications and outreach.  This ongoing contract involves reviewing work plans, quarterly and final reports from grantees, and writing an annual Report Card Report that is submitted to the Federal District Court overseeing MPAAT and to the MPAAT board.

2000-03 National Chronic Care Consortium (Bloomington, MN) and the National Alzheimer’s Association (Washington, DC).  Co-investigator of an evaluation team, along with Benjamin Rose (Margaret Blenkner Research Institute) and Professional Data Analysts, Inc., evaluating the Chronic Care Consortium for Alzheimer’s Disease Project, funded by the Retirement Research Foundation.  Provided annual qualitative site visits reports, conducted cross-site interviews, contributed to final reports.

1998-2003 Professional Data Analysts (Minneapolis, MN).  Co-principal investigator, with Dr. Michael Luxenberg, of the evaluation of the “Minnesota Education Now and Babies Later and Abstinence Education Grant” programs sponsored by the Minnesota Department of Health.  This work involved individual project monitoring and cross-site evaluation.

1999 University of Minnesota, Department of Family Practice and Community Health, (Minneapolis, MN).  Consultant on a faculty development project for primary care faculty entitled, “Models That Work.”  Responsibilities included development of a national teleconference on needs assessment.

1997-98 Professional Data Analysts (Minneapolis, MN).  Co-Principal Investigator, with Dr. Michael Luxenberg, of the "Evaluation of Community Prevention and Intervention Projects Addressing Sexual Violence at Several Levels," funded by the Minnesota State Department of Health and Department of Corrections.

1995 Western Institute for Research and Evaluation (Logan, Utah).  Member of the Cluster Evaluation Team (B. Worthen, principal investigator) hired by the W. K. Kellogg Foundation to evaluate their Professional Food Systems Education initiative. 

1994  VA Minneapolis Regional Medical Educational Center (Minneapolis, MN). Designed a prospective evaluation study of an education manager model for continuing education and staff development in VA Medical Centers.

1992-96 Professional Data Analysts (Minneapolis, MN).  Consulting evaluator to a multidisciplinary team evaluating the Children's Trust Fund, a state entity funding programs to prevent child abuse and neglect in Minnesota.  Responsibilities included redesign of CTF grant application packet and grant review process, as well as reviewer training and instructional materials.

1991-92 W. K. Kellogg Foundation (Battle Creek, MI).  Evaluator of a new funding process ("Leadership and Model Development Program") which builds the capacity of consortia engaged in a national initiative in community-based public health.
